Files regarding complaints about administrative rules received from the public, legislators and others. These complaints were heard before the Commission, which conducted investigations, sometimes extensive, into the reasonableness of the rule. They appear to focus in particular on pollution control and health care oversight rules. Undocketed complaints (Boxes 28-29) were not formally heard before the Commission, or were otherwise unresolved.
